In 2016, the China Office and the State Office issued the "Opinions on Deepening the Reform of the Professional Title System". This "Opinions" clearly proposed that the scope of professional evaluation personnel should be expanded. Professional and technical personnel employed in Hong Kong, Macao and Taiwan who are employed in the Mainland can participate in the professional title review according to regulations .

The "26 measures" introduced this time have further clarified that Taiwan compatriots who are engaged in professional and technical work in institutions such as universities, research institutions, public hospitals, and high-tech enterprises in the mainland can all participate in the corresponding series and levels of the mainland. As for the evaluation of professional titles, the projects and achievements they have participated in in Taiwan are equally regarded as their professional work performance, and their years of work in Taiwan are equally considered as the professional years required for professional title evaluation. Everyone notices that the key word here is "equality". This policy allows Taiwan compatriots to participate in the evaluation of professional titles in the mainland. Targeted and operational.

This policy has now been implemented. For example, Fujian Province has launched a trial for Taiwan compatriots to participate in the review of professional titles in Fujian. Currently, 173 Taiwan compatriots have obtained the corresponding professional titles through review.
