In order to let everyone know the details of the "26 measures" in detail, this press conference specially invited the Ministry of Foreign Affairs to receive a guarantee center Executive Deputy Director Yang Shu, Deputy Director Wang Zhiwei of the Hong Kong, Macao and Taiwan Office of the Ministry of Education, Li Jinsheng, Deputy Director of the Professional and Technical Personnel Management Department of the Ministry of Human Resources and Social Security, Hong Wei Inspector of the Hong Kong, Macao and Taiwan Office of the Ministry of Culture and Tourism, and the Hong Kong, Macao and Taiwan Office of the State Sports General Administration Director Wu Jian, I would like to introduce in detail the "Several Measures on Further Promoting Cross-Strait Economic and Cultural Exchanges and Cooperation," which involves 13 measures to provide Taiwan compatriots with equal treatment.
Correspondent of China Central Television and Broadcasting Corporation: Article 21 of the "26 Measures" refers to the relevant content of Taiwan compatriots working in the Mainland to participate in the evaluation of professional titles. Please provide details about the situation.
Li Jinsheng, deputy director of the Department of Management of Professional and Technical Personnel of the Ministry of Human Resources and Social Security: The purpose of taking this measure is to provide more convenient conditions for Taiwan compatriots working in the mainland and to jointly enjoy opportunities for talent development in the mainland.
In 2016, the China Office and the State Office issued the "Opinions on Deepening the Reform of the Professional Title System". This "Opinions" clearly proposed that the scope of professional evaluation personnel should be expanded. Professional and technical personnel employed in Hong Kong, Macao and Taiwan who are employed in the Mainland can participate in the professional title review according to regulations .
The "26 measures" introduced this time have further clarified that Taiwan compatriots who are engaged in professional and technical work in institutions such as universities, research institutions, public hospitals, and high-tech enterprises in the mainland can all participate in the corresponding series and levels of the mainland. As for the evaluation of professional titles, the projects and achievements they have participated in in Taiwan are equally regarded as their professional work performance, and their years of work in Taiwan are equally considered as the professional years required for professional title evaluation. Everyone notices that the key word here is "equality". This policy allows Taiwan compatriots to participate in the evaluation of professional titles in the mainland. Targeted and operational.
This policy has now been implemented. For example, Fujian Province has launched a trial for Taiwan compatriots to participate in the review of professional titles in Fujian. Currently, 173 Taiwan compatriots have obtained the corresponding professional titles through review. In the next step, we will continue to implement the policy of assessing professional titles of Taiwan compatriots in the mainland and provide them with better career development opportunities.
