On November 4, 20 departments, including the Taiwan Affairs Office of the State Council, the National Development and Reform Commission, and the Central Organization Department of the Commercial Affairs Bureau, issued "Several Measures on Further Promoting Cross-Strait Economic and Cultural Exchanges and Cooperation" (referred to as "26 measures"). After the "26 measures" was released, they were warmly welcomed and affirmed by the majority of Taiwan compatriots and enterprises. In order to let everyone know the details of the "26 measures" in detail, this press conference specially invited the Ministry of Foreign Affairs to receive a guarantee center Executive Deputy Director Yang Shu, Deputy Director Wang Zhiwei of the Hong Kong, Macao and Taiwan Office of the Ministry of Education, Li Jinsheng, Deputy Director of the Professional and Technical Personnel Management Department of the Ministry of Human Resources and Social Security, Hong Wei inspector of the Hong Kong, Macao and Taiwan Office of the Ministry of Culture and Tourism, and the Hong Kong, Macao and Taiwan Office of the General Administration of Sport Director Wu Jian, I would like to introduce in detail the "Several Measures on Further Promoting Cross-Strait Economic and Cultural Exchanges and Cooperation," which involves 13 measures to provide Taiwan compatriots with equal treatment.

CCTV reporter: Can you tell us more about what the mainland has done in providing consular protection and assistance to Taiwan compatriots and applying for travel documents? Thank you.

Yang Shu: We always attach great importance to safeguarding the safety and legitimate rights and interests of overseas Taiwan compatriots, and actively carry out consular protection and assistance, and provide active assistance to overseas Taiwan compatriots within the scope of our duties. Here I want to share two examples with you.

In March 2012, the Taiwanese fishing boat "NAHAM3" was hijacked by Somali pirates in the Somali waters of Africa. At that time, there were a total of 29 crew members on board, including 10 mainland compatriots, 2 Taiwan compatriots, and 17 from Vietnam, Indonesia, Crew of the Philippines and Cambodia. During the hijacking period, one Taiwan compatriot, one mainland compatriot, and one foreign crew member died unfortunately. After unremitting efforts from various parties, in October 2016, that is, four and a half years later, all 26 surviving crew members were rescued and arrived in Kenya with the assistance of relevant UN agencies. At that time, as the leader of the working group of the Chinese government, I took a special trip to Kenya to receive the rescued compatriots. After we did a medical examination and psychological comfort for the rescued compatriots in the local area, we accompanied the compatriots to return to the motherland and returned to their loved ones.

In the second case, in January 2017, a Taiwanese compatriot living in Mexico who died in a shooting accident died unfortunately, and his family members were very distressed and asked our embassy in Mexico for help. The embassy attached great importance to it and expressed its condolences to the family members at the first time. At the same time, it met with the local competent prosecutor and made representations on the case, asking the Mexican side to increase its efforts and resolve the case as soon as possible. Two weeks later, the suspect was arrested. The case entered the court hearing in February this year. The embassy also met with the local attorney general to express his concern again about the case and sent someone to the court to attend. In the past 3 years, the embassy has maintained close contact with family members, often visiting them for visits and visits, while listening to the family members' demands, introducing local laws and regulations and providing suggestions on request. We deal with a lot of such cases every year, and we will do our best to help overseas compatriots in Taiwan.

As mentioned earlier, Taiwan compatriots apply for travel documents from overseas embassies and consulates abroad. Compatriots from Taiwan usually come to the Mainland with Taiwan compatriots, which is what we often call Taiwan compatriots, but they have not joined foreign countries overseas. Compatriots of Taiwanese nationality who come to the mainland can apply for a travel permit from the Chinese embassy or consulate abroad if they do not have a Taiwan compatriot card to facilitate their return to the mainland.

Zhu Fenglian: I have one more thing to share with you. On December 3, President Zhang Zhijun of the Maritime Association participated in the activities of the National People's Congress Foreign Affairs Committee and went to Paris, France. During the conversation, Mr. Ge mentioned that he planned to leave Paris the next morning and return to Taiwan via Fuzhou. However, his documents such as Taiwan compatriots were stolen and he was very distressed. He was worried that it would affect the follow-up itinerary, and he hoped for help. President Zhang immediately introduced him to Article 14 of the "26 Measures" to help him get in touch with our embassy in France. The staff of the consular department of the embassy urgently dealt with the matter urgently. After verifying the relevant information, he quickly processed a travel document for Mr. Ge to help him return to Taiwan smoothly. Mr. Ge is very grateful and thinks this policy is really very real.

In fact, you can see that from the handling of travel documents and document credit verification, to assisting in handling foreign civil disputes and economic and criminal cases involving Taiwan, to major emergency events such as earthquakes, floods, and evacuation of overseas Chinese, relevant mainland authorities and overseas The embassy and consulate always stood behind the Taiwan compatriots and solved their problems.

We hope that Taiwan compatriots living abroad can remember one sentence: compatriots on both sides of the Taiwan Strait, regardless of the end of the earth or the sea, dial 12308 if there is an issue.
